"What seems logical is for the authorities to legalize marijuana and tax it. Therefore a tremendous expense could become an income. We could probably wipe out the deficit if it happened. However, prohibition will probably exist for a long period of time until the people can be persuaded to want a change. They will see that most crimes happened not because of drugs, but because drugs are illegal. History has proven this point during the prohibition of the nineteen-twenties. Those who don't learn the lessons of history are doomed to repeat them."
